It did not fail. It funneled money to rich people, that's what it was designed to do in the first place.
Then the state's finances collapsed. So business costs that'd been shifted to government weren't being covered. Remember, 'free enterprise' means profits are private while costs and losses are socialized. Aside from Gov. Brownback, even Kansas Republicans know what an empty treasury means.
