Because when you buy a book, you own it, you can lend it, sell it. When you read it, no-one is tracking you. Mostly when you "buy" an ebook, you don't own it, you license it, it can be removed from your ebook by the publisher and every time you read a page, your kindle reports back to the publisher. You can't sell it or lend it.
