Japan announced Thursday that it will restart its scientific whaling program next year in response to a new resolution adopted by the International Whaling Commission placing stricter regulations on scientific whaling.

    Japan has lived within the boundaries of the IWC quota for years. The rebound of whale populations are a testament to the fact that their whaling is doing no harm as to numbers. Any notion as to the personalization of whales is ludicrious
