I'm fine with that, as long as it is supported at a reasonable time after release. I don't even think of using mods for the first few months of playing a Bethesda game, because I love to experience vanilla gameplay before I mod it out.
While it may not support them with a creation kit, it's pretty much a given that there will be mods not too long after release day. Skyrim also had a delayed creation kit and there were mods for it shortly after launch.
Of course, I'm a vanilla play through the first time kind of person so this won't really affect me either way.
