Got an idea for a story what do you think?
The world suddenly changes when the inhabitants of a city start gaining powers. The main character was going to the city to visit a friend in a hospital when it happens. Some gain powers others turn into creatures it becomes a battle of survival when the government blocks the city for fear of power spreading. This later creates diffrent factions where the most powerful rule the city.

What kind of powers are they gaining? Why does some turn into creatures?
instead of controlling there powers there power changes them and morphs them. All sorts from controlling fire to technopaths, mind controllers people with super strength also still thinking about it but if they overuse there powers they can turn into monsters so they also have that risk.
Sounds like a good survivalist world story. Although one thing comes to my mind...if this all happens in just one city, why doesn't the whole world come together to eradicate that city so the "plague" stops? How would this "infection" fight militarily equipment?
A great setting so far though, would be sweet if you added a little more detail to it, I am very eager to know more!
Since some of the people with people with powers are powerful they can fight. But the military decided to quarantine the city to stop it from spreading. After some of the initial chaos the military captures some of this power people and is able to find a way to make there powers weaker so they use that to seal the city. They just decided it to be easier to just let them exist within the city than eradicate them. Will continue to add more to the story: Thanks

Powers would give a nation a lot of extra power to stand in the world. Since there will be government personnel (police, bureaucrats) who might also have gained some powers. Maybe they even help keep up the quarantine.
Just don't make it a city in the US. If you want a city on that continent take Mexico, Canada or one of the south american countries. ;)
