Monetary value or cultural significance?
What makes a work of are culturally significant is mostly what I mean. Personally, I think one of the most important parts is innovation. Just look at some of the famous artists that exist. They didn't make the best, but they still made something incredible first before everyone else. After all, good artists copy great artists.
