Downvoting on Snapzu

Does it matter how high of a level you are in relation to how many times you can downvote, or is everyone limited to the same amount of downvotes per day? Or are your number downvotes related to how many times you upvote people?

I'm just curious about the algorithm and the reasoning behind it, and what users think about.
