Limit downvotes for new users. Award more per day as you level up.

I just thought of a way to help new users realize "Downvote Doesn't Mean Disagree": Limit the number of downvotes allowed to new users.

Let's say you get one per day. It' going to make you think of downvotes as a resource, one not to be squandered on simple disagreements.

If someone posts something illegal / scammy / etc., everyone will of course step in with heaps of downvotes.

But if someone posts an unpopular opinion, he or she won't be hit by a thousand "Disagreevotes" from new users who don't realize what the downvote button is for.
