[Module/Post Behaviour] "Picture" Category requires a photo module on the post, should also be allowed with a "Gallery" module

I was adding a small collection of wallpapers as a gallery and it would not let me select "Picture" as I didn't have a picture module so I had to post it as "uncategorised".
