[bug] Scrolling issues on desktop

Using Chromium Version 37.0.2062.120 Ubuntu 12.04 (281580) (64-bit)

Using the Home/End buttons to scroll pages will not affect the banner that displays at the top of the page, and so you can run into situations where the banner is not visible. (http://s3.postimg.org/avnrkk1zl/2015_07_09_120354_1600x900_scrot.png)

Additionally, you can cause rendering errors when using PgUp/PgDn keys. (http://s1.postimg.org/cfny5ulbj/2015_07_09_120346_1600x900_scrot.png)

Have yet to try in other browsers.

I run into this problem every time I snap the browser window to the side on my laptop.
