Can you germinate vegtable seeds faster? is there a way?

It's winter season now so going for winter plants to grow in my garden or indoors. Still is there a way** besides** the usual wait and grow method from plain soil alone to speed up plant germination?

I am not a against buying growth boosters added to soil. But some household items would do just fine. What kind of chemicals an be added
