It really does tar everybody as criminal first. It's a very lazy and onerous way for government control and a knee jerk reaction by Cameron to try and show people he's really on their side. Politics. He embarrassed himself by calling certain countries hotbeds of corruption and now uses a shotgun to clear away cobwebs. Let those countries reach out to the authorities of those suspected of criminal activity and leave the rest alone. This has implications for everybody. Don't be fooled into thinking this is against the rich and that you should not care.
