Is A British Program Spotting Radicals Or Alienating Muslims?
The British government is trying to stop terrorism with a program called Prevent. Teachers, doctors and others are obliged to report suspicious behavior but many worry it's creating a culture of fear.

The government should probably talk directly to muslim communities about how to create programs to protect children and teenagers from extremism. Besides being the victims of an overwhelming prejudice right now due to terrorism, they are the ones who could help spot potential threats who are lurking near their families trying to recruit more people for their cause.
Any program relying on the snitch is subject to the worst abuses individuals can concoct. Another divisive government program.
As to the title, can't it do both?
