Perfectly doable. Providing a certain baseline income while keeping rents and such at the original level will give a good many people opportunities they didn't have. So far as paying for it? Tax the major corporations that are paying next to nothing, and in some cases getting hefty paybacks. Tax the churches. The money is there, just in the wrong pockets.
