Why not just legalize it across all states and be bloody done with it?
There is no quick and easy test for Cannabis use like there is with alcohol. It should be legalised but until this test becomes available I can't see it happening. Legalisation will also bring out those idiots who will drive high, operate heavy machinery high etc... as we see with other widely available drugs such as alcohol and certain medications.
