Bob Dyer: Is FCC serious about closed captioning?
Your favorite columnist is not a legal expert, but through his layman’s eyes it looks as if Cleveland television stations routinely violate closed-captioning requirements mandated by the Federal Communications Commission. As I reported last Sunday, the Cleveland stations are doing a miserable job of helping deaf and hearing-impaired viewers figure out the stories broadcast on the local news.
