A quick and dirty tutorial on finding tribes in need.
I've discovered a way to find chiefless tribes every time you wish to look for them. As the title says, here's a quick look at how it's done.

Click the 'Submit +' button as if you were creating a new snap.

Click the 'Upload image/Compose' button.

Scroll down to the 'Where to publish?' element and click 'choose'.

By clicking the 'Search' tab and typing in anything you want, you can see if tribes have a chief. Make sure to visit the tribe to ensure it actually needs a chief. I've seen a few that showed to be chiefless in the search results, but were actually claimed.

Nice! This is exactly what I was using to find abandoned tribes (I post a lot over at my tribe so I get to use the trick a lot). I've found over 10 abandoned tribes but haven't had the time to write them down... Though I'll make sure to do that next time.
