In that election, state media reported a voter turnout of 99.82%, which must have come as a disappointment to a leadership that exercises complete control over its 24.9 million citizens.
The situation had been rectified before last year's elections for the 687 seats in the Supreme People's Assembly, however, with 100% voter turnout and 100% approval of the government's policies, according to the Korea Central News Agency.
