If they vote for statehood, we have an obligation to vote on it, yes they are in debt, but it is a debt of the mainland's making and if they want it they should get it, they're American and this would give them everything that entails mainly Representation. I just worry too many will play partisan politics and stop it because of the debt.

They can have all the votes they want, Puerto Rico isn't becoming a State anytime soon. Congress would have to approve it (which isn't going to happen), and the President would have to sign off on it (which isn't going to happen). So their vote is purely symbolic.

It's pure politics. To your point, you can't just vote your way into becoming part of another country. It doesn't work like that.

        "Part of another country"

To just which are they a part now?

I should have said specifically gaining statehood in the US. They are certainly an unincorporated territory of the US as of today.
