White House Finally Answers Snowden Pardon Petition: The Only Good Whistleblowing Is Punished Whistleblowing
The White House has finally responded -- more than two years later -- to a petition asking for a pardon of Edward Snowden. The petition surfaced soon after Snowden went public with his identity. Less than three weeks later -- June 25, 2013 -- it had passed the 100,000-signature threshold.

"Answer" is being used very loosely here. "Deflection" would be more appropriate. The only reason any change has occurred at all is because of Snowden. And the administration really expects him to come home with a revoked passport? Please. I think I would have preferred that they just keep ignoring this petition, like they've done for the past two years.
The scary part about this is that they are using him as an example for current potential whistleblowers, which raises the question: What is going on that we should know about, but don't?
A very good question indeed...One I doubt we will ever know the half of.
