    My job involves levying fines. I don't see color, age or gender, I judge each occurrence in the fairest and the most honest manner that I can, in relation to the laws and ordinances that apply. I do notice a difference in the varying areas under my jurisdiction. Minority communities almost seem content to govern themselves, where issues are talked out and handled on a micro level. This can cause 'de facto' laws and a drift away from what is written on the books. So when an authority comes by to enforce, there are a lot of violations that may or may not reflect complaints from the local people. Its an interesting phenomenon, and I hope no one is offended with my honest experience, I really don't mean to start a toxic conversation here.
