Too little too late.
They can turn it around but it will cost a lot, just as the article mentions. Every city should have mandatory annual vehicle emission checks, along with developing more environmentally friendly sources of energy, instead of coal.
They won't spend that much money though... That's like 50 billion per YEAR. I can see maybe a quarter of that happening. But hey you never know.
