About an hour away, in Rutland, homes and businesses along a once-distressed corridor are installing the latest in energy-saving equipment, including special insulation and heat pumps.

I'm totally in favour of solar panels; not quite sure why the rest of the world hasn't gotten into them yet. I think though attitudes need to change in order for them to become affordable for the masses.
