Fences along roads would work too,or wildlife passes over and under roads.
Trouble is that Dartmoor is a National Park, and the ponies are allowed to roam freely. That means no fences or underpasses or bridges or anything. Painted ponies seems like a pretty good idea, plus a few speed cameras maybe... :)
