Just putting this off to let the Donald administration make the move. I believe the Donald is invested in the project.
The company plans to continue work anyway, so they don't even give enough of a fuck to wait for Trump's administration to take over. They're openly defying Obama.
This more than likely a ruse.
Simply a tactic to peacefully clear the area, then boundary/secure the land for future construction.
