Haha, yeah I made each frame in MS paint and then put them into GIMP as separate layers. Then you just export as a gif and BAM, shitty mspaint animation!
Edit: I could've made all the frames in gimp as well but one of the dudes in my class challenged me at the start of the course to use paint for every submission in our digital media unit, needless to say I accepted.

I heartily recommend it!
The learning curve is kind of steep though (at least that's what people tell me, I personally found it to be fine in that regard) so you might want to check out their tutorials http://www.gimp.org/tutorials/ . My only real gripe with it is that the selection tool can be kind of annoying... but I mean, that's a small price to pay for 100% free image manipulation software.
