Govt bans Saudis from adopting Syria orphans
The Ministry of Social Affairs has banned Saudi families from adopting Syrian or other foreign children. “The ministry does not sponsor Arab children who lost their parents in conflicts, such as in Syria and Iraq. There are global humanitarian organizations that deal with these cases,” said Latifah Al-Tamimi, director of social supervision at the ministry in the Eastern Province.

It seems like the government there doesn't want to pay out benefits based on foreign child adoptions like they do for domestic child adoptions. According to the article, in Saudi Arabia, any adopted orphan is entitled to a birth certificate and passport, free medical treatment at private hospitals, SR60,000 ($16,000) when getting married, and their adoptive family gets SR3,000 ($800) a month, I assume at least until the child is 18 years old.
It seems like the government there doesn't want to do anything for the refugees.
