A NATO-peacekeeping force. Yup. Heavily armed peacekeeping force, also. Thing is: the only real peacekeeping forces are those from the UN. NATO isn't about peacekeeping, okay? They are a weapons dealing ring and they don't do business with peace. They need wars and conflicts to keep the lights on. No blue helmets or barets is no peacekeeping force. Check the vehicles, also: armed and camouflaged. Peacekeeping forces have white vehicles with clearly a UN logo on it.
