The pricing seems fair really. Plus the locals will pay up to 140 euro but will see a reduction in car taxes.
This is my problem, here we have a system much like this and in order to open the account, you must put $30 on the pass, whether you will be here one day or forever and if you don't use the money in a certain time frame they take it for the general fund. I know toll booths are obnoxious, but I feel like they are necessary.
