To add to the article, which does mention Eastern Europe: I'm currently in the process of acquiring residency status for Bulgaria. And just as the article states, it's quite easy to live here for less than $1000/month. This is in large part due to low local salaries, which is bad for Bulgarians living below the poverty line. On the other hand, though, expats like me represent an influx of money from abroad, and we pay taxes and support the local economy, so in the end we're helping as well.
Having lived in Latin America and Southeast Asia as well, I find Bulgaria to be more expensive than these two regions, but the trade-off in comfort and convenience I get is more than worth it. Plus, Bulgarian food is one of Europe's best-kept secrets: it's downright amazing.
