Ooooo, I like! If you made this, mind if I ask what markers you used? Been looking for a good set for myself.
I did indeed make it! (I don't post other peoples work)
The markers I use are Letraset Pro markers, you can get them on Amazon, or letrasets own site. They are alcohol based permanent markers. http://www.letraset.com/ and http://www.amazon.co.uk/s/ref=nb_sb_noss?url=search-alias%3Daps&field-keywords=letraset

Keep in mind they are alcohol based, and work best with alcohol based fineliners and the like (Letraset sell them as well).
As for best paper I can't really say, these have bled right thru everything I've touched them with :P. Always have some card or plastic sheet under your paper so you don't mark your desk.
