As someone who spent a (horrendous) year in San Francisco, I can definitely agree that police brutality towards the homeless is fairly common in San Francisco. At least once a week on my typical walk to work, I'd encounter a small army (roughly 5-10) of cops surround a homeless guy, throw him to the ground, command pedestrians not to come near, and eventually an ambulance would arrive where they'd strap him to a gurney and drive him away. Sometimes the homeless would be rowdy beforehand, shouting at no one until the cops came, but most of the time they'd be sitting around minding their own business until a cop decided he didn't like where he was sitting and called backup.

Meanwhile I nearly got hit by cars on several occasions because the cops can't be bothered to regulate and enforce the insane traffic the city has brought itself.
