This probably solves absolutely nothing at all. Whenever they bring down a leader the organization ends up splintering into several different other smaller and more vicious factions.
While I agree that this doesn't solve anything permanently, I believe it's a step in the right direction. It's easier to take down the smaller factions than it is to take down a single faction as big as a country. It's going to suck for all directly under the cartel's tyranny, but it's possible this could be the beginning of an end. Though, I'm sure it's optimistically naive to think so.
Now if they could only bring big pharma and their overlords to the grand jury...
