Businesses have the right to refuse service to anyone for any reason as long as it doesn't go against anti-discrimination laws. So tattoo artists are perfectly within their right to say they will not tattoo certain places of the body (ugh, just imagine if they couldn't refuse to tattoo someone's penis or breasts!) or tattoo certain designs they're not comfortable with either because of skill or morals.
