We're talking about the page background, right, not the cover image? I thought they did this a while ago, as I couldn't find the setting when I created a new account some months back.
Yes, background. Also, my profiles have had the greyish background for a while too. So, I'm not quite sure.
Nothing like worrying about the stuff that matters in the world.
