Why are shelters about 4.5 times the costs of permanent housing?
I don't know how it is anywhere but the UK. Here the government pays private companies to build low cost housing. The problem is that the low cost housing is not low cost. In the past the local councils built the housing and not private companies.
Most people would be happy with a small house which they can call their own.
