If you consider the scope of what a body cam may capture even on routine patrol, this doesn't seem unreasonable. The problem will be selectively accessing all relevant video in a particular case and having confidence that the thin blue wall isn't hiding something behind it. If the correct automatic controls are in place for things like auditing all access, deletion, scanning modify dates, etc.. then this shouldn't be a major problem.
