Almost all of them aren't up for reelection until 2020 and 2022, that means this will be forgotten by a majority of the country by that time, this is a common deal with Congress, pass junk in the midterm because they won't remember in the General.
Also, it's worth noting that Congress has an abysmal approval rating of 20% on average and still incumbents almost always get reelected, the system is kind of broken.
