This article focuses on TANF a temporary program, that dictates a weaning of benefits.
Look to those programs that actually are indicative of Trump's claims, such as food stamps, mostly related to SNAP, housing assistance, child nutrition, head start, WIC, LIHEAP, lifeline, negative income tax, and relaxed eligibility as to SSI. These are Federal programs, more available at most state and local levels, not limited to basically free health care.
You may then have an informed discussion.
The U.S.'s share of the F-35 program will be ~$1.8 trillion at current estimates, and it's not going to work. Meanwhile, WIC, with all the good it does costs around seven billion a year. At some point, targeting programs like that steps into outright misanthropy.
