Australia must cut carbon emissions by 30% by 2025, says Climate Change Authority
Government also urged to sign up to further cuts of 40-60% by 2030 ahead of Paris climate talks, in effort to catch up to other countries.

I think the problem with reaching such a target is that climate change solutions have not been adequately sold to the public in the past. Look at the response to the carbon tax. Also, it does not help the situation when Abbott spreads misinformation, such as his jab at wind farms and their "health dangers". I think the government will not act further towards climate change without the overwhelming support of the masses. After all, they do not want to run the risk of travelling down the road of the Labor Party by being associated with failed climate change policies.
