I mean, if you take in to account continental drift, sure, let's pave up the ice bridge of old. But with the way Russia has been acting, I'm not so sure I'd want them to have easy land access to North America.
From what I've heard, barges are by and large the most cost efficient way of moving large goods and trade, at the lowest cost. We could just setup some daisy chain of barge ports along the Aleutian Islands down the Seattle or something. In fact, I'd be amazed if that doesn't already exist.
