I think you should not be able to down vote without a reason. "Unknown user randomly downvoting things sometimes" factor happens to me too.
I have to agree, they should be forced to leave a comment when they downvote!

I don't care about the comment so much but when you down vote a reasons box come up you should have to check one of the options.
