I won't take that bet because I suspect the same. However, I don't think this was ever really about accessing that particular phone anyway. It started as one kind of power play - "let us into all your phones because terrorism" - and became another - "we'll get into your phones whether you (or the ACLU, or Americans, or the Supreme Court, etc.) like it or not.
