I believe people should take both an intelligence and a general knowledge test before making a vote.
Based on those results their vote weight should be calculated.
Such a hard one. One one hand I totally believe that people that take the time to educate themselves should have more weight with voting but on the other hand some people are just not intellectually capable of doing so.
ALL new drivers should be subjected to watching a gory video of what happens when you drive like an idiot.
There should be no "private" transportation larger than a motorcycle in cities, only a robust 24/7 public system(s). If you have a ~private vehicle, you must not only have a regular driver's licence, but a special permit for carpooling of passengers and an acceptable reason for owning that car (traveling to the country, frequent road-trips whatever).
