If rights can be suspended at will, they aren't really rights.
I've been saying that about the USA ever since I found out that our government can take our so-called 'rights' away from us. A right, by definition, can not be taken away. Only privileges granted to us by our masters can be taken away.
See: "Free speach zones","Shall issue" vs. "May issue", the myriad "exceptions" to the the 4th, and the entire premise of civil asset forfeiture.
At least we don't have to worry about quartering troops. So far.
