If I'm remembering things correctly the government actively refused help from other countries -- going so far as not letting aid ships from other places land at Puerto Rico.
Baffling situation, really. Especially since it demonstrably isn't impossible to handle well, which the article really shows.
Simple human decency would suggest its own solutions, which of course doesn't apply to Trump as he's a few ants short of a picnic.
