ELI5: Can anyone explain Google's Deep Dream process to me?

From what I understand, this Deep Dream idea is just a general reverse engineering of a picture - the Google algorithm analyses it, identifies things, and then recreates the image based on the things it identifies. Is this right?
While I'm not great fan of it - some of those pictures posted by /u/BlueOracle in her thread about nightmares were outright creepy - I think it's an interesting experiment and I hope it leads to other developments that are going to be more meaningful than this.
