No it isn't law. Someone needs an 8th grade civics lesson.(Not taught anymore, unfortunately). Laws are passed by both houses and signed by the president. When exactly did this happen?
The senate is free to set and change it's own rules and the judicial branch is isn't going to get involved.
Unless they find some whack-a-doodle judge in the 9th circus again.
