The institution of segregation was promoted by welfare warehousing, commonly known as the "ghetto". Unwed motherhood was promoted by welfare benefits, which still are rewarded by the absence of the father or male household member. No incentive was made for any benefit recipient to "break their chains". The Democrats were happy/satisfied to basically segregate/institutionalize the poor, esp the black poor.
