Generally it is considered good etiquette to post an accompanying link / source with the image, however if there is none, then it isn't against the rules. Also, original content is absolutely allowed, as long as the 10% posting rule is followed.
Click on the green "Submit" button, then then click on "Upload Image / Compose". You will be able to upload a photo, and or add other content modules into your post. From there, simply add the /t/pics tribe along with any other tribes you feel will be fitting for the content you're submitting!

OK, I don't know how to just submit a photo file. I'm sure there is a way, just haven't figured it out!
